HLF2024 will come in two parts — a pre-forum Learning Journey happening in the week of 21 September to 28 September 2024, and the main forum on 10 October 2024, which is also World Homeless Day.
Learning Journeys are guided tours led by organisations and community groups serving people experiencing different forms of homelessness. Participants can sign up to visit sites serving the homeless in Singapore and gain firsthand insights from social service practitioners and people with lived experiences of homelessness themselves.

In this learning journey, visit the residential setting and rehabilitation services of Anglican Care Centre, Simei (one of the psychiatric rehabilitation centres under the SACS) and have a better understanding of the facilities and services provided by SACS. In addition, the participants will be interacting with the staff and members (residents) of the residential, clinical, employment and rehab services of the centre.
Singapore Anglican Community Services (SACS), formerly the Singapore Anglican Welfare Council (SAWC), is part of the community service arm of the Diocese of Singapore. We provide refuge, relief and rehabilitation for the persons with mental health conditions and people in crisis by providing residential care and day rehab services to them. Through our counselling, case management and rehabilitation, we hope to assist our members to achieve recovery, reintegration into community and an improved quality of life.
Transit Point @ Jalan Kukoh (TP@JK) is a transitional shelter that provides temporary accommodation and social work intervention to displaced families and individuals who have exhausted all other means of accommodation. TP@JK has its roots in 2007, when the then-Ministry of Community Development, Youth and Sports (MCYS) appointed New Hope CS to run shelter services for displaced families, becoming the first government-supported homeless shelter in Singapore.

AWWA Transitional Shelter started in 2018 to support families who have exhausted all means of accommodation, through temporary accommodation and social work intervention to address complex housing and social needs of admitted families to achieve long-term housing stability.
WE CARE is an addiction treatment and education facility that was started in 2005. We treat all addictions, ranging from drugs to alcohol, as well as compulsive behaviours like pornography and gaming. As a secular centre, we provide help and support for persons of all religions and cultures, and their families and significant others, through counselling and recovery support group meetings. We also run a drop-in centre where recovering persons can build positive connections with one another, and with WE CARE recovery guides. Within this safe and non-judgemental environment, our clients are able to work on their recovery.
As part of our mission, we also facilitate addiction-related programmes to community agencies and various halfway houses, and conduct awareness talks, community education and prevention outreach to the public and corporate agencies. Additionally, WE CARE runs family workshops and education on how best to support the affected loved ones.
Experience first-hand what it truly means to provide and receive shelter assistance. Launched in July 2022, the Gift of Joy Shelter is CWS' second shelter facility for rough sleepers. The shelter is a collaborative project with Willing Hearts, and is co-located in their compound in Telok Kurau. Learn how its case workers and residents embark on a holistic journey of empowerment and support and gain a deeper understanding of the daily life within a shelter: explore our rooms, daily routines and the rules that ensure a safe environment for all.
Catholic Welfare Services, Singapore (CWS) is a non-profit, social service agency dedicated to journeying with people in need to live life to the fullest. CWS provides a wide array of programmes in support of a diverse range of beneficiaries, including the youth, adults and families in need, and the elderly.
Transit Point @ Margaret Drive (TP@MD) is a low-barrier-to-entry, community-based interim shelter primarily for rough sleepers with complex housing needs. Located on the site of the former Queenstown Polyclinic, TP@MD was launched earlier than planned in 2020 to meet the sudden increase in demand for temporary shelter due to Covid-19. Our team at the shelter works with residents to facilitate their long-term housing goals, empower them with the requisite skills for self-reliance and connect them to relevant social resources to meet their holistic needs.

Hear from the social workers about (1) a practice research conducted in 2023 covering client profiles, trends and client and practitioners' perspectives of what helps reduce negative impact of transitions in the TS setting, (2) a family's journey of overcoming social and systemic barriers through social work intervention provided and (3) how programmes build safety and the community through celebrations and mutual help. The operations team will also give you a tour of a shelter unit and share some challenges and the provisions in the shelter to help families ease into the shelter.

Embark on a learning journey on 28th Sep 2024 before the main forum and gain firsthand insight on the role of the Safe, Sound, Sleeping Place (S3P) in the ecosystem of care for the rough sleepers and homeless of Singapore. Participants will also get to know the admission criteria of S3P and the model of care provided by BCS for the stayers in our S3Ps.
Bless Community Services is a social service agency (IPC) set up to enable, enrich and empower individuals, families and communities through our holistic social care approaches. One of the main services of BCS is to provide night shelters (Safe Sound Sleeping Places, S3Ps) for the homeless and rough sleepers through the five S3Ps that we operate. BCS has instituted a comprehensive model of care for the stayers focusing on addressing stayers’ overall wellbeing, nurturing meaningful social connections, promoting financial stability and achieving long-term housing solutions.
