Since 2003, New Hope Community Services (New Hope CS) has pioneered Singapore’s response to homelessness. From operating the nation’s first charity-run transitional shelter to managing about 1,000 rental flats under the Joint Singles Scheme–Operator Run (JSS-OR) and Single Room Shared Facilities (SRSF) models, we have been at the forefront of serving the displaced and disadvantaged in Singapore.
This 5-Year Strategic Plan (2026–2030) builds upon the strong foundation established over the past two decades and renews our commitment to create a Singapore where no one is left behind - where every person has a home, lives with dignity, and thrives with purpose.
